NADRA (National Database and Registration Authority) is the Pakistani government agency operating the national identity system. Issues CNIC (Computerised National Identity Card) for citizens aged 18+, B-Form for children, NICOP for overseas Pakistanis, and operates biometric databases (face, fingerprint, iris) for ~210 million Pakistanis. Used for voter rolls, banking, telecom registration, healthcare, and government services.
For Pakistani healthcare: CNIC is the primary patient identifier. The card is biometric-secured (NXP JCOP3 chip, GP 2.3 SCP03 protocol with NADRA-controlled keys) — significantly more locked-down than Malaysian MyKad. Reading data from the chip requires NADRA authentication, which limits direct kiosk-based reading.
For MOVO-X in Pakistan: CNIC reading via the chip is restricted. Patient registration uses CNIC number entry, OCR of the printed CNIC card front, and family-name + DOB + phone composite identification. Future NADRA partnership would unlock chip reading — under exploration but not currently available.
